Recently, the Ministry of Finance and the State Administration of Taxation jointly issued a corporate income tax policy announcement on the digital and intelligent transformation of special equipment for energy conservation, water conservation, environmental protection and production safety (hereinafter referred to asspecial equipment).

This policy encourages enterprises to increase investment in the digital and intelligent transformation of special equipment by giving them tax incentives, and encourages enterprises to improve the digital and intelligent level of equipment through technological upgrades, which will not only help improve the production efficiency and management level of enterprises, but also promote the rational use of resources, reduce environmental pollution, and ensure production safety.

Improving the level of digitalization and intelligence on special equipment

With my country's increasing emphasis on sustainable development and environmental protection, and the cultivation of digital economy to empower new models and develop new quality productivity, digital and intelligent transformation has become an important issue for enterprise development.

The Internet of Things technology, with its extensive connectivity, intelligent perception and data processing capabilities, plays an important role in the specific requirements of digital and intelligent transformation of special equipment for energy saving, water saving, environmental protection and safe production. According to the announcement:

  • In terms of data collection, enterprises can use various sensors, RFID tags and other equipment to perceive the physical information (temperature, humidity, pressure, vibration, etc.) and energy consumption in the production environment of special equipment in real time, and monitor the operating status of special equipment;


  • In terms of data transmission and storage, it provides a strong guarantee for the intelligent transformation of special equipment. Using 5G, NB-IoT, Cat.1 and other connection technologies, protocol conversion, data storage and other data transmission and management technologies, the collected special equipment data is transmitted and stored to achieve effective collection of special equipment collection data;


  • In terms of data analysis, using advanced technologies such as big data and cloud computing, the collected special equipment information is deeply analyzed to achieve improvements in special equipment fault diagnosis, predictive maintenance, and optimized operation.

Following the footsteps of the competent authorities, fiscal and financial policies in many places support equipment upgrades

In March this year, the State Council issued the "Action Plan for Promoting Large-Scale Equipment Renewal and Consumer Goods Trade-in", aiming to stimulate market vitality and promote high-quality economic development.

Since then, many provinces have successively implemented relevant policies to strongly support a number of enterprises in carrying out equipment renewal and technological transformation. For example: Henan Province proposed to use central budget investment, provincial fiscal special funds, etc. to support equipment renewal and technological transformation, implement energy conservation and water conservation, environmental protection, safe production, digital and intelligent special equipment investment credit corporate income tax policy; give full play to the work mechanism of expanding the medium- and long-term loan issuance in the manufacturing industry, strengthen bank-enterprise docking, guide financial institutions to strengthen support for equipment renewal and technological transformation, reasonably use re-lending policy tools, and implement fiscal interest subsidy policies for eligible loans.

Jiangsu Province has formulated 15 fiscal support policies, mainly focusing on equipment in the fields of manufacturing, transportation, environmental protection, construction, agriculture, culture and tourism, and medical care. Among them, preferential policies such as manufacturing loan interest subsidies, equipment purchase loan guarantees for small and medium-sized manufacturing enterprises, equipment renewal in the construction and municipal infrastructure fields, and equipment renewal in the transportation field can be "directly accessible without application".

Zhejiang Province has introduced 24 fiscal policy measures to support the promotion of large-scale equipment renewal and consumer goods trade-in. Among them, it is required to implement the government's green procurement policy, implement priority procurement and mandatory procurement policies for energy-saving products, green products and environmental label products, and continue to promote government procurement to support green building materials and promote pilot work to improve building quality.
